The International Potato Center (CIP) is seeking a consultant with global experience in conducting evaluations with special focus on advocacy and capacity building projects.

The Center:

CIP is a not-for-profit international agricultural research-for-development organization with a focus on potato, sweetpotato, and Andean roots and tubers. Its vision is of roots and tubers improving the lives of the poor.

The Project:

The Reaching Agents of Change (RAC) project (2011-2015) was implemented by the International Potato Center (CIP) and Helen Keller International (HKI). The project was designed with the aim of reducing vitamin A deficiency in 5 African countries (primarily in Mozambique, Nigeria and Tanzania, and to a lesser extent in Burkina Faso and Ghana) through increased investments and commitment to the dissemination and use of orange-fleshed sweetpotato (OFSP) as a means to support vitamin A deficiency and food insecurity in Africa. Expected duration:

This consultancy contract is for 15 working days spread over the period March to April 2017, with possibility of extension, subject to performance and availability of funding.

Scope of work:

The consultant will be required to lead on the following task in consultation with Monitoring, Learning and Evaluation Specialist:

  • Develop a scientific research proposal replete with methodology for conducting the evaluation;
  • Hold inception meeting with the project team and conduct a desk review of key relevant documents and understanding the project design and contextual framework;
  • Design tools/questionnaire and methodology for data collection of both qualitative and quantitative data.
  • Pre-test the data collection tools;
  • Implement and supervise field data collection;
  • Analyze and synthesize data; and prepare report;
  • Submit data analysis and draft report for feedback; and,
  • Incorporate, compile and submit final report.

Deliverables:

  • An acceptable inception report.
  • An acceptable draft report after the analysis incorporation of staff and stakeholders’ feedback.
  • A final acceptable report in English of no more than 40 pages (excluding references and annexes)

Qualifications/special skills:

  • Academic Qualifications: Relevant PhD degree with specialization in agriculture economics, agriculture, extension, seed system, agronomy, sociology, education, or community development or related fields;
  • Experience: Extensive experience in evaluation of advocacy, capacity building and seed systems in developing countries;
  • Global expertise: Relevant work experience in international organizations or NGO’s in multi-cultural environments and complex partnerships both in private and public sectors;
  • Language: Proven communication skills in English. Portuguese language will be an added advantage

Logistical Arrangements: BNFB will facilitate logistical arrangement for field visits, and meetings. The consultant will be expected to provide his/her own equipment. Working space can be provided with prior notification. Payment will be based on deliverables as outlined in the contract.

BSAAT will be a £11-13 million, 5-6 year programme and will aim to reduce elite incentives for corruption through a combination of improved deterrence in the criminal justice system, increased company transparency, governance of professional services, and collective actions that reshape social norms and expectations around corruption. The Team Leader acts as the central point of leadership for the programme. The Team Leader will be responsible for representing the programme with a range of Tanzanian partners, government stakeholders and external organisations and individuals, including regularly reporting to DFID, and maintaining strong working relationships with other DFID Tanzania anti-corruption programmes. Relationship Management

  • Developing strong working relationships with the programme’s contact points in the Tanzanian Government, DFID and other donor programmes in the anti-corruption space, and leading on reporting to them, through both formal and informal channels.
  • Manages relationships with the host country government, counterpart agencies, project partners and stakeholders and business partners.
  • Develop strong working relationships with the leadership of other development programmes, in particular DFID’s and exploit complementarities and synergies between BSAAT and them where possible.
  • Develop strong working relationships and a regular dialogue on programme progress and challenges with relevant Palladium staff.

Strategy and Operational Planning

  • Lead with the Technical Director in the preparation of work plans and budgets; staffing plans; performance improvement plans and other plans as required.

Technical Management

  • Oversee political economy analysis of corruption in Tanzania
  • Ensure the programme translates political economy analysis into practical programming decisions
  • Ensure BSAAT adopts an adaptive management approach which regularly re-orientates programming based on what works and work does not work

Project Management

  • Provide guidance, oversight and quality assurance for all project activities, outputs and deliverables.
  • Assume overall responsibility for the effective implementation of work plans to ensure delivery is on time, within budget, meets Client and stakeholder expectations and is contractually compliant.
  • Monitor implementation progress; maintain up to date project logs and registers; work to resolve issues, manages and mitigates risks; and escalate material issues and risks as appropriate.
  • Develop and implement plans for results measurement, monitoring and evaluation, knowledge management, value for money analysis and communication management.

  • Educated to university degree level or above, preferably holding a Master’s degree

  • At least 10 years experience in managing teams and programmes delivering public sector reform or anti-corruption

  • Experience working with key government departments and institutions involved in anti-corruption

  • Experience working with donor (preferably DFID) funded programmes

  • Experience in Tanzania or East Africa

  • Strong expertise building and managing programmatic relationships with high level stakeholders from government, civil society and donors

  • Strong expertise in leading complex programmes, including managing and mentoring senior members of staff

  • Good understanding of governance and public administration in Tanzania

  • Strong experience in managing complex teams

Rukwa Region through PEPFAR funding is among the beneficiaries of Henry Jackson Foundation Medical Research International Walter Reed Program (HJFMRIIWRP) HIV Project in the Southern Highlands with center for excellence stationed at Mbeya Region.

• As from the first contractual agreement in 2004/2005, Walter Reed HIV & AIDS Project operated from Mbeya to cover three regions with high prevalence regions in Tanzania. Rukwa is one of them and has to ensure that project deliverables and other requirements are met within specified time, quality and quantitatively as measured on pre-set project targets of the project implementation period. The RAS Rukwa through RMO on the other hand, still requiring providing health care services in response to HIV&AIDS by seeking qualified candidates.

Job Description: Lab Scientist (4 positions)
Report To: Regional Medical Officer/ Regional Aids Control Coordinator

Role Definition
Planning laboratory activities
To oversee routine workflow developing/refining sops, job aids, log book and referral forms as needed based on national international approved guidelines and standards
To perform regular equipment maintenance.
To perform specific technique like PCR for HIV viral load, HIV rapid testing, CD4 count, hematologic,
Clinical chemistry and microbiology testing.
Carry out other laboratory related activities as assigned by his/her supervisor

Duties and Responsibilities

Demonstrative experiences and understanding the system of MOHCDGE in Tanzania
Knowledge in laboratory quality assurance system and strong experiences of instituting good laboratory practice.
An experience with laboratory information system is an important advantage.
Experienced with laboratory automated platforms in particular Genexpert, hematology HIV viral load and CD4
Excellent verbal and written skills in English

Qualifications:
Diploma/Certificate in Information Technology, Data Management, Social Sciences, Health Sciences, Epidemiology/Statistics or related field. The university degree or advanced diploma is added advantages.
At least 2+ years working with data records, data analysis and statistical packages such as SPSS, SAS, STATA or Epi-info.
Ability with computer applications, such as MS Excel, Word, PowerPoint and Acess
Advanced communication skills
Ability to work in a second mile (extra time) and RMO teams as well as independently.
Fluency in oral and written English and Kiswahili
Excellent interpersonal skills to effectively interact with all levels of staff and sub award recipients
